School Teacher Pay and Reward in Kazakhstan

Question: Discuss about a way forward with key policy and practice recommendations. Answer: According to Townley (2014), teachers are rewarded in accordance to their study qualifications as well as the period they have been in the teaching career but not according to their performance. This does not motivate the teacher to be a good performer. Instead, a teacher would strive to earn an additional degree in order to earn a high pay. If one has spent all their years teaching and they have several degrees, then they are highly rewarded. An individual who is new to the teaching profession would have to be satisfied with the pay they get until they are several years in the profession. This lowers performance of all the teachers because there is nothing to motivate them. According to Branch (2011), motivations are important in every organization in case it aims to remain productive and successful. Teachers require to be compensated and rewarded in accordance to the work that they do. Compensations and benefits are the extra rewards that employees receive in addition to their basic wages. Branchs argument reveals that if employees are not rewarded, their aim will only be reporting to their workstations but they do not care on whether what they do has impacts. This is the same case with teachers in Kazakhstan. Those that teach and ensure that students understand whatever they teach do it because of their codes of ethics. It is ethical to maintain honest and integrity and put the public interests before their own. A different pay system would act as a motivator to all teachers no matter their age in the teaching career. After a thorough research on the current teacher pay system and performance-based teacher pay system as detailed in this article, performance-pay strategy has a good number of benefits than the current system. Teachers morale would be improved, their performance would increase, students would grasp more concepts than they currently do and school administration would develop. All these advantages are not offered by the current teacher-pay system. It is for this reason that I recommend performance- pay strategy. However, though performance- based system appears better than the current pay system, it does not appear singly. There are three models that represent performance- based programs and only one of them can be applied. Knowledge and skill based compensation is a performance- based model. According to Lundahl et al. (2013), this model involves individual financial awards for established skills, knowledge and qualifications obtained. Skills, knowledge and qualifications of a teacher directly reflect on the performance of students. In this system of payment, teachers are compensated based on their education attainment and individual skill levels. Teachers receive a pay increase as a reward after reaching certain education, skills development and training goals (Bradley, 1995). If such a system is implemented, teachers would get incentives to improve their levels of education and skills. Even though the skills and knowledge of teachers reflect on the performance of the students, some teachers would concentrate more on self-improvement and fail to work hard on making students perform. This would lead to the current pay system. School- based compensation is also a performance- based model where financial rewards are group based. According to Busher and Saran (2013), rewards in this model are allowed in accordance to the performance of students. In this pay strategy, the performance of students is used to evaluate schools through added value gains to the scores of students or absolute achievement of the students. Once a school is determined to have high performance, all the teachers from that school are financially rewarded. According to Hobson and Malderez (2013), merit-pay model generally considers individual financial awards which are given after classroom observation as well as student performance. This model aligns individual teachers objectives, milestones and targets with the goals of Kazakhstans education system. In order to implement such a model, a standard way of determining the performance of students in schools is put in place so that all schools in the country utilize it (Ballou and Podgursk, 1993). For instance, there could be standard exams that students do at certain levels of their education. After such exams are marked and graded, comparisons are made with previous results in order to determine whether improvements have been made. According to the improved performance, teachers would expect their merit levels to be increase by a certain set parameter. In the merit-pay model, amount merit rewards vary in accordance to performance. For instance, a 0% salary increase can be offered to una cceptable performance while a salary increase of between 2% and 3 % can be permitted to those who meet expectations. Among all the performance- pay models, merit pay model is the best and it would ensure that teachers are paid according to the performance of the students. I recommend the use of this model. In addition, the teacher can work individually to raise the performance of his/her students and get rewarded for it. Also, the whole school does not have to perform in order for the individual teacher to be compensated. This would ensure that the current teachers who are not eager to see students perform get no rewards. In order to implement this model, the national examination body would release information on improvements that have been made to the body that pays the teachers in Kazakhstan. In order to make payments to the teachers, the table below can be used. Table on recommended salary increases according to performance Teachers Performance Appraisal Salary increase Exceeds Expectations 3.5 to 6 percent increase Meets expectations 2.25 to 3.25 percent increase Partially meets expectations 0 to 2 percent increase Unacceptable performance 0 percent increase The implementation of these salary increment would increase the Kazakhstans national budget. However, policies on payment of public workers, including teachers permit that their salaries be increased from time to time depending on the economy. For instance, according to Tengi News (2015), Kazakhstans government decided that it would increase the salary of teachers in that country at the beginning of 2016. This salary increase came in earlier because there were earlier announcements that the increases would be done on 2017. The decision that led to 2016 pay increase resulted from the free-floating rate policy that has been in place since August 2015. Conclusion Performance based systems on the other hand have been used globally in many nations including the United States. Most countries have adopted this performance-based strategy in order to modify the conventional salary scales. One of the notable characteristics of pay-for-performance strategy is that teachers get sanctions and rewards in accordance to their performances after evaluations. In a majority of pay-for-performance programs, rewards are offered once the teacher exhibits good knowledge of his/her work and students show a high performance. Contrary to the current strategy of paying teachers in Kazakhstan, where a teacher is not motivated by anything, the pay-for-performance strategy has the advantage the teacher gets motivation from students good performance as well as from the feeling of satisfaction rather than from monetary rewards. Pay-for-performance also reward teachers by sponsoring further development of their professionalism through course advancement and by offering va rious holiday and vacation packages. The recommendation of a pay-for-performance strategy within Kazakhstan would positively affect the education system and largely impact on the development of the country. This is because, unlike the current teacher- pay system, performance based system would focus on the performance of the school, the performance of the teacher, reward duration, advancement of teachers salary as well as the pecuniary nature of compensation. This would raise competition among teachers and improve the performance of their work. There has been arguments for and against performance related pay. Individuals who argue against performance related pay argue that the clarity of goals in education is reduced as concentration would be more on how teachers perform than how they teach. Through the arguments, an evaluation of perfect needs of the teachers indicate that the performance of the students would be reduced. However, even if there are arguments against the effectiveness of the performance pay strategy, th e current system is no better. Students are left at risk of not gaining from their teachers while the government keeps making losses as the money it uses to pay the teachers fails to have some effect. Among the three models that represent performance pay, merit pay has a completely different approach and would be easy to implement once each section of the recommendation is put in place. The model would see teachers being rewarded individually after their work leads to the performance of their students. The school doesnt have to wholly perform in order for the teacher to be rewarded, but the teachers students have to show a better performance for the teacher to be rewarded. This model ensures that the teacher makes every effort in order for the student to perform better. According to government policies on payment of public workers, it would be easier to make the additional payments to teachers. The government regularly raises teachers salaries by a certain percentage each year. Salary increments according to this recommendation would have a very small effect on the national budget, which would be easily accounted for. References Ballou, D., Podgursk, M. (1993). Review on the article Envy at work, Tanya Menon and Leigh Thompson

Introduction In the article ‘Envy at work,’ Tanya Menon and Leigh Thompson asserted that, â€Å"Envy in the place of work can contribute immensely to the down fall of any organization.† In most cases, the end result turns out to be damaging to the envied and the envier.Advertising We will write a custom essay sample on Review on the article ‘Envy at work,’ Tanya Menon and Leigh Thompson specifically for you for only $16.05 $11/page Learn More In line with this, the authors argue that envy can be difficult to manage especially when the envier is in a state of denial. Self-denial tends to be common due to the unsocial nature of envy and the way it manifests itself when left untamed. Furthermore, in the article, the authors talk about envy in the workplace and suggested various ways in which it can to be prevented or avoided (2). Manifestation of envy To give a perfect example of how envy could be the source of strained rela tionship between friends or colleagues, two coworkers namely Scott and Marty used to be team mates in a consulting firm. They both had a perfect performance record and regarded it as the core personalities of the team. In as much as both were competitive, they had different personalities, Marty was more of a performer, but Scott was more of a social person who had his networking skills well cut out. Scott gained more recognition and attention as compared to Marty due to his social traits. Marty on the other hand got less attention and he brushed aside Scott’s qualities and claimed that people will only recognize who is superior regardless of character (Menon Thompson 3). Scott later earned a promotion at the work place and this irritated Marty and made him envious of Scott. In the end, due to envy Marty almost sabotaged Scott’s presentation. Instead of Scott losing his job, Marty is sent packing and he lost his job. This clearly indicates how the envy of one colleague towards another can cause one to stop focusing on his achievements and instead struggle to sabotage other person’s positions. In the end this only succeeds in damaging the envier s reputation and respect (Menon Thompson 3).Advertising Looking for essay on business communication? Let's see if we can help you! Get your first paper with 15% OFF Learn More Tanya Menon and Leigh Thompson further pinpointed that most managers prefer getting ideas from their counter parts in different organizations as opposed to getting ideas from internal colleagues. This idea has resulted in companies having to spend more on time and money hiring consultants yet the organization consists of people who can execute the job in a similar way or even better. The issue of inside rivalry tends to damage an organization in terms of losing its key people to other organizations where their ideas are more appreciated (4). Managing Envy The authors in their article suggested ways in which envy can be tamed and managed in a manner that does not damage an organizations growth. The first step is identifying things that make an individual envious of others. Also, asking things that make an individual feel insecure. They suggest focusing on one’s progress rather than concentrating on other coworkers or individuals development. That way one is able to gauge personal progress and avoid envious feelings from coming up every time a colleague progresses. Another important aspect involves acknowledging ones strengths since everyone has something that he or she is good at (Menon Thompson 5). In order to manage envy in a team, the authors suggested simple techniques such as the sharing of glory. Whenever a team performs well, the managers need to congratulate all team members and also promote some members. This will play a huge role in creating a good relationship and nurturing future leaders. Another important strategy includes making what appears scarce to be in abundance. This will reduce competition for resources and consequently curtail levels of envy among colleagues. The organization should also give workmates who appear as envious of one another, different levels of influence so that they would not have to brush shoulders trying to outdo one another. By so doing, they will be gauged based on different metrics. The authors warned managers to avoid selective praises whereby they consistently give praise and attention to selected few and ignoring other team members who obviously contribute to the team’s success in one way or the other. Collaborative ideas and innovations ought to be encouraged in organizations in order to encourage sharing of ideas among members of an organization and learning from one another.Advertising We will write a custom essay sample on Review on the article ‘Envy at work,’ Tanya Menon and Leigh Thompson specifically for you for only $16.05 $11/page Learn More Conclusion The authors state that envy comes naturally and automatically, but can be controlled or managed and harnessed to improve an individual’s performance and also the performance of team members (Menon Thompson 6). Lastly, the authors asserted that â€Å"by meditating on vulnerable moments and exercising new habits, one can change an improper and harmful emotion into a means of improving both performance and dealing with coworkers.† Comments From this text, I personally would discourage envy to come in between an organizations progress because in most cases, it ends up creating enmity among colleagues and eventually they end up devising ways of sabotaging their coworkers. The sole looser becomes the organization because as a result, it loses its bests managers and workers to other organizations. Introduction And Trends In Transport Tourism Essay Example

Introduction And Trends In Transport Tourism Essay Example Introduction And Trends In Transport Tourism Essay Introduction And Trends In Transport Tourism Essay Essay Topic: Our Countrys Good Recent old ages have seen a rise in auto use as disposable income has increased per family and motoring costs have non risen significantly so as a consequence this has led to more autos on our roads. On the other manus public conveyance costs have increased and a turning figure of people do non see public conveyance as a feasible option for their day-to-day commute to work. Since the early 1970s the mean distance people travel per twelvemonth has increased by 50 % ( DfT, 2009 ) . Within Northern Ireland the auto is really popular with 78 % of families in Northern Ireland holding entree to a auto and 33 % holding entree to two or more autos. The Good Friday Agreement was signed in 1998 and the new executive set about to present a Regional Transport Strategy that would relieve the jobs in Northern Irelands conveyance system which included jobs such as conveyance disadvantage and societal exclusion. The RTS was a 10 twelvemonth program introduced in 2002 with support, policies and sugge sted solutions to Northern Irelands conveyance job. Along with the RTS a Regional Development Strategy 2025 was set up in 2001 to help the authorities in long-run policy way. It was subsequently amended in 2008 to cover up until 2035. Transport disadvantage and societal exclusion have been a job peculiarly in rural countries of Northern Ireland as there was a deficiency of support and involvement from policy shapers. The RTS and RDS together included a committedness to create an accessible countryside with a antiphonal conveyance web that meets the demands of the rural community ( RDS for NI 2025, 2002 ) . The auto has become indispensable to people populating in rural countries as without it they would experience socially excluded, 38 % in the East and 36 % of people in the West of Northern Ireland owned two or more autos compared to Belfast where it was merely 18 % ( Travel Survey for Northern Ireland 2008 -2010 ) . Belfast evidently has better entree to public conveyance than rural countries within Northern Ireland due to a larger sum of investing such as the really successful Translink Metro service which in 2010 had a 30 % addition in backing from when the service began in 2005. Regional Transport Strategy 2002-2012 The Regional Transport Strategies purpose is to develop a sustainable conveyance system for Northern Ireland. The RTS supports the thought of places being built near occupations to cut down the demand for travel ; these countries are known as bunchs. By turning the population of Belfast there would be less people going in and out of Belfast which consequences in more route infinite and greater handiness to the metropolis. The RTS besides focused on undertaking congestion and cut downing every twenty-four hours journey times. By puting in Northern Irelands conveyance web the RTS set out to better bing conveyance substructure e.g. the new Class 4000 trains brought into service by Translink late. Policies introduced by the RTS include ; Bus replacing programme ( more modern coachs with greater entree for the handicapped ) Rolling stock replacing programme. RTF ( Rural Transport Fund ) to cut down societal exclusion in rural countries. Land usage policies. Regional Development Strategy 2035 The RDS purposes to supply long-run policy way and influences the Programme for Government ( PfT ) . One of the chief purposes of the RDS is to better connectivity between towns and metropoliss across Northern Ireland. This would let for better entree to concern chances and supply greater entree to services for local communities. Road and rail infinite demands to be decently managed for illustration route infinite can be made available by traveling people more expeditiously by supplying an attractive public conveyance option. The RDS references that the debut of more park and sit sites will promote automobilists to utilize the coach or train on their commute to work while cut downing traffic volumes, this has been really popular in and around Belfast e.g. Cairnshill Park and Ride. With a huge decrease in public outgo some of the purposes of both the RTS and RDS will be difficult to implement and some hard determinations will hold to be made in the close hereafter. Criticism of the RTS and RDS There are a figure of factors that would let the RTS to be genuinely sustainable such as really supplying automobilists with an attractive option to the auto. It would besides brace and so cut down traffic volumes. Congestion has increased since 2002 and continues to turn. Transport poorness still exists and the two schemes have failed to profit those who neither have a auto or an equal option. Public conveyance remains expensive and is expected to farther addition over the coming old ages. A study by Friends of the Earth ( FOE ) in 2002 stated that the proposed 65 % :35 % support split in favor of roads is reversed in favor of public conveyance. The RDS recognises that Northern Ireland relies excessively much on the route web and that this is non sustainable. The auto has many advantages as it offers a degree of independency to the driver that presently the public conveyance system in Northern Ireland can non supply but the harm to the environment and support to increase or keep the route web is unsustainable. The Impacts of Transport Disadvantage One of the chief purposes of the RTS is to convey communities together through a good conveyance substructure. Transport disadvantage and societal exclusion are non needfully ever related with each other as illustrated by Lucas ( 2012 ) as a individual may be socially excluded but have entree to transport or hold no entree to transport but non be socially excluded. Besides Lucas ( 2012 ) states that both transport disadvantage and societal exclusion straight and indirectly led to transport poorness. The diagram below illustrates some of the connexions between societal and transport disadvantage ; Life-size image ( 84 K ) Beginning: Lucas. 2012. Science Direct. [ ONLINE ] Available at: hypertext transfer protocol: //www.sciencedirect.com/science/article/pii/S0967070X12000145. [ Accessed 28 November 12 ] . Communities can go stray because of conveyance disadvantage as they are non near to goods or services. Families with low incomes can non afford to hold a big proportion of their income spent on running a auto ; nevertheless some households are prepared to buy a auto as they see it as their lone option. Groups Affected by Transport Disadvantage There are legion groups of people affected by conveyance disadvantage such as the aged. Hine and Mitchell ( 2003 ) recognises that certain groups in peculiar face troubles in accessing conveyance and that this leads towards societal exclusion, these groups include the aged, people enduring from sick wellness and adult females. The labour authorities in 1997 set up a Social Exclusion Unit to look at the jobs that exist in society. In 2003 the Social Exclusion Unit identified countries that made public conveyance unaccessible to certain societal groups such as deficiency of safety, disbursal and deficiency of rider information. The undermentioned groups are a few illustrations of those that suffer from conveyance disadvantage and societal exclusion: Aged As people get older they become less nomadic and their entree to a auto decreases as a consequence going dependent on public conveyance or relations to help them. As a consequence of being less nomadic aged people in general brand fewer trips than they would hold when they were younger. However Public conveyance may non be an attractive option for the aged as in 2008 39 % of persons aged 70+ reported holding jobs walking or utilizing a coach ( DfT 2008 ) . Young Peoples Peoples under the age of 17 are non eligible to use for a drive license, so they are reliant on their parents or public conveyance. In 2008 62 % of journeys made by kids under the age of 16 were as a auto rider ( drdni 2008 ) . Public conveyance can be expensive for immature people and they tend to utilize public conveyance merely when it is necessary. There is a deficiency of handiness of public conveyance to immature people and this affects their societal lives, their instruction and future employment chances. Womans There are a lower figure of adult females in the UK that hold a valid drive license compared to work forces. The National Travel Survey 2010 carried out in England, Scotland and Wales showed that 80 % of males held a valid drive license and 66 % of females held a license. Besides the National Travel Survey 2010 stated that work forces travel much further than adult females but yearly adult females make more trips. By and large adult females have the primary duty for child care so are non transposing to work every twenty-four hours. However when a adult female and kid do travel they require a greater sum of infinite in order to entree a manner of conveyance. Groups That Are Ill Located Northern Ireland has 34.7 % of the entire population life in rural countries and 20.5 % of these people do non have a auto ( NIEL 2009 ) . The people in these countries rely on public conveyance if it s available but services are non frequent plenty and frequently non accessible to those who are in most demand of them. Disabled Disabled people require a greater sum of infinite when they travel and public conveyance is required to supply equal infinite for the handicapped but the diagram below illustrates the troubles they have faced when utilizing public conveyance and taxis. Beginning: ( Equality committee NI 2001 ) Low Income Groups Very hapless households can be classified in this group and are frequently households who have suffered unemployment over coevalss. These households frequently can non afford a auto and public conveyance may be accessible but they are limited in their usage of the service as it is excessively expensive. Car ownership is really low among low income groups ensuing in societal exclusion as they are unable to use for certain occupations or entree other services. Policy Impacts and Decisions The RTS set out to present certain policies such as bettering conveyance substructure and by 2012 43 new trains have been introduced on all of Northern Ireland railroad lines with all the older trains now out of service. The Larne, Derry, Bangor and Portadown lines are still to the full operational with backing staying high with 77.25 million rider journeys on Translinks services ( coach and rail ) over the period of 2011-12. The mean bus age of Ulsterbus and Metro is less than eight old ages with the bulk of coachs being accessible to handicapped people. Presently a Rapid Transit System for Belfast is under consideration and will be introduced in the coming old ages. Groups that suffer from conveyance disadvantage will profit from policies such as the debut of the Rural Transport fund and the debut of new turn overing stock as services will be more dependable. Disabled people will profit from the new coachs and trains being more accessible but merely if the services are accessible to them in the first topographic point. Surely in Belfast the handicapped and aged people have benefited since the debut of the RTS and RDS but rural countries have still been left behind. The thought of constellating towns and metropoliss seems to be the manner frontward as it is impossible to finance frequent and accessible services in more rural countries. Enterprise Project II - Essay Example This initial process is only appropriate if the design is a new one. The process starts with a group of 5 artists preparing 5 different design sketches each which can take up to five hours. The sketches will be reviewed by a panel of quality assurance officials. This usually takes 2 days and the panel selects the best 10 designs from the sketches. The sketches are then used to create patterns from the drafts. This process runs through 24 designers who create samples of each design in groups of 8 consisting of large, medium and small standard patterns. This process allows only minimal time for choosing the appropriate pattern of designs to change another for a panel. Marking the yarn for cutting is the subsequent phase (Kadolph 78-83). The material passes through eight lines with two machines where purchased strands of dyed yarn on beams is selected according to the color, pressed in the two machines, and marked according to the size to be cut. The material is cut under three cloth cutting machines at the rate of 1660 meters per hour it is then coated with wax and other strengthening solutions.
